MAIN PURPOSE OF THE JOB
  • To ensure that all procurements of aircraft parts are in compliance with airworthiness requirements and from approved sources.Ensure that the process is fully documented and completed in accordance with the laid down Company policies and procedures.


KEY RESPONSIBILITIES OF THE JOB
  • Carry out the duties and responsibilities as under and also as may be specified by the Company from time to time.
  • Purchase
  • Distribute vendor registration forms and register vendors after due approval process as laid down in the Company manuals.
  • Vetting of all material requisitions and processing the same.
  • IssueRFQ/RFPto a minimum of 7 (seven) relevant registered vendors for any purchases/services.
  • Orders for Aircraft parts and material shall be issued to acceptable and appropriately approved sources of supply after due negotiation.
  • Manage all aspects of the Component Support Agreement and liaise with the contracted agency.
  • Will ensure that all Purchase Orders for aircraft parts and/or material clearly state full and complete details of the parts and materials requested, including but not limited the full Part Number with the “Dash” number for components and the full specification for material inclusive of the illustrated parts catalogue reference as provided by an authorized person.
  • Will ensure that all Orders for aircraft parts are fully documented and completed and all supporting documentation filed along with the orders.
  • All parts procured for aircraft maintenance should accompany with their relevant airworthiness documents (EASA Form-1/FAA 8130-3/TCCA 24-0078 for Rotables and COC for Expendables & Consumables).
  • Track all shipments until delivery to Stores.Follow up with vendors/freight forwarders/customs house agents for prompt transportation and customs clearance.
  • Appoint customs clearance Agency. Liaise with the clearing agency for customs clearance. Will ensure customs clearance of all Imports/Exports. Provide catalogues for correct application of duty. Certify Bills of Clearing Agency for Receipt/Export of materials and attend any other matters pertaining to customs clearance.
  • Will be responsible to track all the defects and raise Warranty claims for components/services where applicable and follow up for prompt final settlements.
  • Prepare appropriate Insurance claims in liaison with the Maintenance Control Centre; collate all documents and proofs for onward submission to the Insurance Agency.The claim will be followed up until final settlement.
  • Will also liaise with RBI through Finance Department and DGCA through Quality Assurance Department for requisite permissions related to Imports/Exports pertaining to Engineering.

MAIN PURPOSE OF THE JOB
    Accident prevention and safety management advisor to establish, implement and control the Company flight safety programme. The post-holder will have access to all departments at all levels. The primary responsibility is to provide information and advice on flight safety matters to the CEO.

MAIN PURPOSE OF THE JOB
  • Direct and Control the day to day flight operations of entire QJ flights, both, Scheduled and non-schedule, to domestic as well to international airports to ensure smooth and ON-TIME- OPERATIONS.

KEY RESPONSIBILITIES OF THE JOB
  • Carry out the duties and responsibilities as under and also as may be specified by the Company from time to time.
  • The role of the Manager OCC is very significant towards the smooth dynamic working of the Operational Control Centre, which in itself is the key to efficiency and ON-TIME-PERFORMANCE of all flights.
  • Quality, Safety, Efficiency and Integrity and the customer as the prime focus are to be the core of all actions and Motto of Quikjet employee.
  • The duties and responsibilities enumerated hereunder are not exclusive to other duties /responsibilities detailed in the Ops Manual, OCC Manual etc or as may be specified by the Company /DGCA from time to time or as is detailed in the individual appointment letter/contract.
  • Each and every Quikjet employee is to be cost-conscious and need to align their efforts towards ensuring that cost are kept to a minimum, commensurate with their position/job-function but without compromising the fundamental objectives as outlined in Para 2 above.

Control & Administration
  • He is directly responsible for compliance of the OCC Manual by the all Quikjet departments involved in day to day operations.
  • He is responsible for preparation, revision, distribution and control of the OCC Manual.
  • Controlling Quikjet flights in cost efficient manner
  • Disruption/delay (from on time schedule) management and communicating action plan to all concerned to restore the operations to normal ASAP. Resolve issues affecting smooth /on time operations and in case of any abnormality or issue requiring intervention at higher level, bring it to the notice of the concerned Head of Department.
  • Ensure that the OCC staff are apprised and sensitised on confidentiality of information. And ensure that the operational information is not leaked to/shared with persons not connected with the information; both within Quikjet and External agencies/persons.
  • Dispatch offices in the Quikjet network- He is to exercise control of the Dispatch Offices in the Quikjet network and ensure that the dispatch offices functions in accordance with current policies and regulations.
  • Fleet - Control the fleet and ensuring OTP alongside safety while ensuring connectivity over the entire schedule network. Ensure maximum utilisation of a/c and ‘protect’ the schedule in conjunction with Operations Planning.

Flight Operations
  • Ensure that the Company flights are safely and efficiently planned, cleared, and monitored in accordance with established policy & standards and the mandatory regulations.
  • Protect the schedule/revenue in case of disruption/likely disruption, in conjunction with Operations Planning and other departments.
  • Manage disruption with least cost /loss including swapping of flights if necessitated. This must be coordinated with all connected departments including commercial. And to ensure that proactive measures are taken to minimize its effects, in coordination with i/c crew Roster, ground operations and Engineering etc.
  • Ensure regulatory and Quikjet policy compliances as detailed in OCC Manual in so far as day to day operations of QJ flights are adhered to.
  • On Time Performance (OTP) & Delay Reports- Ensure implementation of processes and procedures by the OCC duty personnel to closely monitor the Departure/Arrivals for OTP and take timely action/steps for minimizing/avoidance of the likely delays by coordinating intervention at/by appropriate level.
  • Analyse reasons for delays and forward daily report with recommendations to Head of Flight Operations/GM Ops Operations and other concerned departments.
  • Furnish weekly/monthly/quarterly and yearly OTP analysis.

Coordination with Departments
  • Work in conjunction with all concerned departments to ensure efficient service to our customers. Establish standard protocols/checklists, in coordination with all departments involved in flight operations.
  • Establish escalation matrix be followed by staff on duty to ensure resolution of any intra-department issue/s, which is or likely to impact OTP etc.
  • He is to bring to the notice of respective Head of Departments variation and/or slack which is directly affecting the OTP etc.
  • Liaise with external agencies which may affect Operations. These would include, but not be restricted to, the following:-
  • Arrangement for Pre-Flight medical of the operating crew
  • Payment of Airport fee & Charges, as applicable and periodic reconciliation of the charges
  • Coordination for permission and clearances for operations from airports Coordination with international airports for operations
  • Extension of watch hours

Training
  • Ensure that all OCC personnel are provided with regular and periodic adequate training & familiarisation in all areas of operations, in order to efficiently function as the OCC executive.
  • Conduct periodically checks for the OCC personnel, in a formal manner for their knowledge and execution of their duties.

Budget & Optimisation
  • Prepare the operating and capital expenditure budgets pertaining to OCC. Protect revenue in consultation with the Commercial & Finance Department prior to taking any decisions on cancelling sectors necessitated due to technical problems, weather, watch hours etc.

ERP
  • Establish protocol/s to be actioned by the OCC on duty staff in case of specified accidents/Incidents as per the ERP manual.

Audits
  • Carryout monthly and quarterly audit of all aspects of OCC and forward the report to all Head Flight Ops and to all connected departments.
  • Be cost-conscious and align all efforts towards ensuring that cost are kept to a minimum, commensurate with the task assigned to the flight crew but without compromising the fundamental objectives as outlined in Para 4 above . And constantly explore opportunities to reduce operational costs and increase operational efficiency.
  • To be also In-charge of Central Flight Dispatch in absence of Asst Manager Flight Dispatch.
  • Considering the dynamic environment of the operations, the JDs may be altered to suit operational efficiency.

  • During the tour of his/her duties, carrying out duties and being responsible for the functions related to the flight dispatch as enumerated in the Ops Manual, OCC Manual, Flight Dispatch Manual and CAR Section 7 , Series M Part II , in so far the functions related to their position ; such as;
  • Preparation of the operational flight plan
  • Inputting correct operational data of the concerned flight in ARMS (FPDS) and Extracting navigational/operational flight plan from ARMS.
  • Preparation of the Met folder for the flight’s sector/s(route and Airports).Collect the latest meteorological data from the concerned agencies and thoroughly analyse the possible effects of the weather on the route to be flown in the light of meteorological reports and forecasts for the destination and alternate aerodromes; recent weather reports and forecasts for the route and areas adjacent to it; and current weather maps;
  • Collect the latest available data on standard instrument departures, en-route facilities, noise abatement operational procedures, navigation aids, aerodrome facilities, ATC and communication procedures, NOTAM, runway conditions, search and rescue facilities and other information and regulations likely to affect the flight and brief the flight crew as required.
  • Prepare an operational flight plan consistent with standard instrument departures, noise abatement operational procedures, ATC regulations and the regulations of all the States to be over flown for the consideration of the pilot-in-command; Aid Captain and OCC, to delay or cancel the flight or otherwise decide on a possible route or alternative routes which may be flown safely and in accordance with Company procedures and standards, taking into account likely weather conditions at the destination and alternate aerodromes; en-route weather; and the maximum fuel load possible.
  • Provide the meteorological briefing to the flight crew.
  • Brief the crew on the route analysis and the operational flight plan bringing to his notice the factors that have influenced the choice of route;
  • Furnish the pilot-in-command with all latest available information on the route to be flown;
  • Prepare and ensure filing of the ATC flight plan, as per the existing procedures. Timely revision of flight plans as and when required.
  • Any other functions deemed necessary for the safe operation of the flight.
  • Other duties enlisted in the Company's Operation Manual
  • Ascertaining from MCC of aircraft serviceability and MEL/s, if any.
  • Providing load inputs, Max, type etc
  • Making available RTOW charts to the crew, as required.
  • Providing other operational information as required.
  • Obtain the Pilot-in-command's signed concurrence with the operational flight plan;
  • After the detailed briefing on above and other operational aspects, collation of all briefing documents and making the TRIP-KIT Folder and handing over the same to the operating captain/co-pilot.
  • In the event of an emergency, a Flight Dispatcher shall:
  • initiate such procedures as outlined in the operations manual while avoiding taking any action that would conflict with ATC procedures; and convey safety-related information to the pilot-in-command that may be necessary for the safe conduct of the flight, including information related to any amendments to the flight plan that become necessary in the course of the flight.
  • Ensure that FIC and ADC clearances(numbers) have been obtained and,
  • Ensure the validation of ATC flight plan and its clearances
  • Ensuring the uplift of crew meals as per the requirements
  • Responsible towards OTP (On-Time Performance) and the how the position plays a Key role in so far as the OTP mandate laid-down by Quikjet Policy.
  • To take all anticipatory actions, including escalation to managers/HOD, if required, to ensure that there are NO delays in achieving the OTP. In case of anticipated likely delays to escalate /raise the issue to appropriate level at the earliest by keeping one situationally aware of the flows of the processes that may impinge on the OTP.
  • Liaising, during his/her tour of duties, with ATS briefing units and AOCCs, IAF MLU etc of airports intended to be used by QJ operations both Schedule and Non-Schedule charters. Especially information pertaining to about the runway closures and restriction of flight levels and routes etc. Recording and informing the pertinent information to all concerned.
  • Maintain close and pro-active coordination with internal departments of Quikjet involved in day to day operations and informing all concerned departments (Engineering, Commercial, Ground Ops etc). If an anytime restriction on load capacity of flight/s is known, informing all concerned.
  • Monitoring the progress of flights/Flight-watch.
  • In the event of emergency and/or accident involving Quikjet flights during his/her tour of duties taking/initiating action as required as per initiate laid down procedure
  • Ensure that the operating crew have done their pre-flight medical examination
  • Liaising with Engineering/MCC for refueling and tinkering, if permitted as per Company policy.
  • Before each flight, ensuring crew FDTL compliance thru’ ARMS. Communication of next day roster of all the planned flights to crew.
  • Support OCC in its function especially in disruption management (un-serviceability of aircraft /airport closure/weather etc) by timely coordination with OCC/Flight dispatch managers. Advise and co-ordinate with other departments concerned regarding aircraft movement, changes, delays etc.
  • Maintaining Company communication protocol as laid-down. And during his /her tour of duty sending aircraft movement messages/email etc as per the procedure in the flight Ops Manual. Passing proper information about the movement of the aircraft to the concerned departments (IOC, Commercial, Engineering, Catering, Security, ATC etc).
  • Checking and updating Ops documents (Jeppesens, RTOW charts, AIP supplements, Notams, AIC and its revisions etc) in the flight dispatch library /OCC and on-board the aircraft, as applicable, as per the responsibility /periodicity which is assigned in Flight Dispatch Manual or may be assigned by any order.
  • As this position requires work in shifts, thus, during his /her tour of duties, ensuring a proper take-over /handover. And on arrival, obtaining a written and a thorough and briefing on the operational aspects related to his/her functions. And at the end of his/her shift providing the reliever a similar written briefing.
  • Taking actions as per the procedure on the check-lists of various activities as specified.
  • Checking and upkeep of all Company assets of OCC/Flight Dispatch sections i.e infrastructure & facilities.
  • During his/her tour of duties periodically checking the proper functioning and accessibility of the various software modules provided for certain his/her job-functions; such as, ARMS , FOS Software (RTOW). And, reporting of faults/bugs in them as soon as it becomes known.
  • Ensure the monitoring of Company channel for any information passed by Quikjet aircraft and dissemination of the same to the concerned section department.
  • Checking of all pre-flight and post-flight documents for correctness and their proper upkeep.
  • Data entry in ARMS of the tech log data. Correct and error-free entries are very critical and this must be ensured.
  • Acquire and ensure thorough knowledge and understanding of the policy, processes & procedures of OTP, Flight Dispatch Manual, OCC Manual, ERP.

OCC (Operational Control Centre) Functions

  • Ensure that all activities are progressing as per the specified timelines to attain 100 % OTP. And if any activity is anticipated to impact the OTP to take appropriate
  • actions to ensure OTP (On Time Operations).
  • Flight Following /Flight Watch.
  • In the event of an emergency:

  • Ops Executives should maintain complete familiarization with all features of the operation which are pertinent to such duties, including knowledge and skills related to human performance.
  • This position requires working in shifts and, thus, during his /her tour of duties, a proper take-over /handover is essential and critical for seamless, effective and efficient carrying out of duties/tasks.
  • Carrying out self –audits of all activities prior to taking –over the shift and also end of the shift.
  • On arrival one must obtain a written and a thorough briefing on the ongoing operational aspects related to his/her functions. And at the end of his/her shift providing the reliever a similar written briefing.
  • Taking actions as per the SOPs & check-lists of various activities as specified.
  • Acquire and ensure thorough knowledge and understanding of the policy, processes & procedures of OTP, Flight Dispatch Manual, OCC Manual, and ERP.
  • Have good knowledge of use of operational documents such as Quikjet Ops manual, Jeppesen airway manual & charts, Aircraft FCOMs/AFMs, RTOW charts related to flight operations.
  • Fair awareness related to his/her functions, of the contents of Flight Ops procedure Manual, Ground Ops Manual, DGCA CARS, AIP/AICs other related documents (SMS manual,) and other function-related policies & procedures.
  • Be well conversant with HR policy specifically pertaining to his/her employment, management of company assets, communication policy, personal conduct and discipline.
  • Attend all Company, Operational and Safety meetings.
  • Filing of Routine and Mandatory reports.
  • Ensure that all mandatory and company training, including refreshers/recurrent trg as laid for the position is completed on time. The ONUS is on individual for coordinating with the training department for his/her training.

Flight Dispatch Functions
During the tour of his/her duties, carrying out duties and being responsible for the functions related to the flight dispatch, support the operating crew/flight dispatcher in:
  • Preparation of the operational flight plan.
  • With briefing latest information on Notams, Wx, Nav Aids, fuel , Airports, Routes, RTOW, etc for the sector/s and aerodrome/s of operations, including Alternate/s.
  • Collation of all briefing documents and making the TRIP-KIT Folder and handing over the same to them.
  • Preparation and filing of the ATC flight plan, as per the existing procedures.
  • Timely revision of flight plans as and when required. And, ensure the validation of ATC flight plan and its clearances, before departure of the flight.
  • Furnishing to aircraft , when aircraft is in flight, by appropriate means, with information which may be necessary for the safe conduct of the flight eg, change in Wx, New Notams etc affecting the flight and/or any other information that has changed or likely to change , from the last communication/briefing to the operating crew or from the time of departure of the flight/s.
  • Coordinating with MCC for refueling and tankering, if permitted as per company policy.
  • Ensure that FIC and ADC clearances(numbers) have been obtained for all flights for the day and night.
  • Liaising, during his/her tour of duties, with ATS briefing units, AOCCs (Airport Operations control centers), IAF MLU etc of airports.
  • Ensure that the operating crew have done their pre-flight medical examination.
  • Before each flight, ensuring crew FDTL compliance thru’ ARMS. Communication of next day roster of all the planned flights to crew.
  • Maintain close and pro-active coordination with internal departments of Quikjet involved in day to day operations. And informing all concerned departments (Engineering, Commercial, Ground Ops etc), if any time a restriction on load capacity of flight/s is known.

OCC Functions
  • OTP (On-Time Performance)
  1. Function as a part of theOperations Control Centre (OCC) for coordination of day to day flights operations.
  2. Ensuring that all activities are progressing as per the time lines specified in the checklists based on the mandatory communication on the progress as per the Master (OCC Checklist.
  3. And if any activity, of any department, is anticipated to impact the OTP, take appropriate actions to ensure OTP (On Time Operations).
  4. Keeping one situational- aware of the flows of the processes that may impinge on the OTP.
  5. Ascertaining from MCC of aircraft serviceability and MEL/s, if any. And communicating the same to all concerned.
  6. In case of delays/anticipated likely delays to escalate /raise the issue to appropriate level, including escalation to managers/HOD, if required at the earliest by to ensure that there are NO delays in achieving the OTP or the delays are minimized to the extent possible.
  7. Support OCC in its function especially in disruption management (un-serviceability of aircraft /airport closure/weather etc).

  • Flight Watch
  1. Keeping abreast of communication from the aircraft either directly thru’ RT/ ACARS type or thru’ other sources.
  2. Obtaining WX for the route, destination airports and alternates and informing the operating crew thru’ Flight Dispatcher/s, other aircraft, en-route ATC’s, ACARS/ACARS type-communication (if equipped), if the information is likely to affect the flight/s and unless there is certainty that this information will be generally available to the operating crew based on the current airspace environment and /or thru’ various means on board the aircraft.
  3. Communicating and advising appropriate action to all concerned for delays actual or anticipated.

  • Flight Following
  1. Monitoring the progress of the flight/s and aircraft on ground.
  2. Keeping a track of aircraft movement till its final flight for the day.
  3. Communicating all concerned of any changes/delays etc.
  4. Taking appropriate action, any time the position of the flight is uncertain or not known at the expected time a position report/communication should have been received.

  • In the event of an emergency
  1. Double cross-check the emergency and record the details clearly including the time of the emergency.
  2. Initiate such procedures/action as outlined in respect to his/her duties , in the ERP (Emergency Response Plan/Checklist ) ; while avoiding taking any action that would conflict with ATC procedures; and
  3. Meticulously record all communication and action taken consequent to then activation of the ERP. Do not rely on trying to remember and take action with memory.
  4. Convey safety-related information to the pilot-in-command, if asked to do so by appropriate and empowered authority (Head of Flight Operations/ Director Flight Operations, Chief Pilot, Head of Training) that may be necessary for the safe conduct of the flight.
  5. Convey to concerned ATS unit/s and other agencies, only on specific instruction of Accountable Manager/ Emergency response Director Information related the flight and and/or any amendments to the flight plan that become necessary in the course of the flight.

  • Upkeep of Assets and Record Keeping
  1. Checking and upkeep of all company assets of OCC/Flight Dispatch sections i.e infrastructure & facilities. Reporting and prompt recording of un-serviceability or absence of any asset (Fax, telephones, internet connectivity, Jeppesen/s etc).
  2. During his/her tour of duties periodically checking the proper functioning and accessibility of the various software modules provided for certain his/her job-functions; such as, ARMS , FOS Software (RTOW). And, reporting of faults/bugs in them as soon as it becomes known.
  3. Maintaining company communication protocol as laid-down. Monitoring of company channel for any information passed by Quikjet aircraft and dissemination of the same to the concerned section department.
  4. Checking and updating Ops documents (Jeppesen/s, RTOW charts, AIP supplements, Notams, AIC and its revisions etc) in the flight dispatch library /OCC and on-board the aircraft, as applicable, as per the responsibility /periodicity which is assigned in Flight Dispatch Manual or may be assigned by any order.
  5. Checking of all pre-flight and post-flight documents for correctness and their proper upkeep.

  • Carry out duties and responsibilities as under and also as may be specified by the company from time to time.
  • Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans, including support tactical initiatives and develop financial and tax strategies.

  • Provide the CEO with an operating budget. Work with the CEO to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes:
    1. Interpreting legislative and programmatic rules and regulations to ensure compliance with all central, state, local and contractual guidelines,
    2. Ensuring that all government regulations and requirements are disseminated to appropriate personnel, and
    3. Monitoring compliance.
  • Responsible for the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
  • Responsible for all purchasing and payroll activity for staff and participants.
  • Attend Board and Sub committee meetings; including being the lead staff on the Audit/Finance Committee.
  • Monitor banking activities of the organization.
  • Responsible for the monthly reports including reconciliations with, as well as financial statements and cash flow projections for use by Executive management, as well as the Audit/Finance Committee and Board of Directors.
  • Responsible for the accounting and maintenance of records of the inventory of all fixed assets and Aircraft spares.
  • Responsible for Statutory compliance and filings with respect to ROC, Income Tax, FEMA, Service Tax, PF, PT and other regulations as applicable.
  • Manage any third parties to which functions have been outsourced.
  • Understand and mitigate key elements of the Company's risk profile.

MAIN PURPOSE OF THE JOB
  • Responsible for coordination of aircraft maintenance with the CAR 145 organization at the assigned base.
  • Responsible for coordinating with OCC, GRD OPS, and Admin etc for coordinating aircraft maintenance with the aim of adhering the flight timing schedules and prompt aircraft turnaround times without delays.
  • Responsible for maximising the operational availability of the aircraft through close monitoring and scheduling of all maintenance requirements and defect rectification.

KEY RESPONSIBILITIES OF THE JOB

  • Responsible for the coordination and supervision of aircraft maintenance activities with the CAR 145 contracted maintenance organization at the station level in order to achieve high reliability of the aircraft fleet.
  • Responsible for coordinating with OCC, GRD OPS, and the CAR 145 Maintenance Organisation etc for coordinating aircraft maintenance with the aim of adhering the flight timing schedules and prompt aircraft turnaround times without delays.
  • Responsible for maximising the operational availability of the aircraft through close monitoring and scheduling of all maintenance requirements and defect rectification.
  • Familiarize with OCC manual and procedures and proactively keep OCC always advised of the ground level realities in terms of aircraft readiness for on time departure.
  • Ensuring necessary tools, documentation, ground support equipment, spare parts and manpower are available at contracted maintenance organisation approved stations to support maintenance to an accepted maintenance standard.
  • Responsible for the maintenance work carried out on Quikjet fleet are documented and are entered in the maintenance software system.
  • Ensure updated maintenance data in respect of aircraft operated by Quikjet is available at the station.
  • Responsible to ensure that all open deferred defects are transferred on a real time basis into the maintenance software system and are in accordance with the CAME procedures and take necessary measures to rectify them within the permitted time.
  • Responsible to ensure that all spare orders are followed up for timely defect rectification.
  • Ensure that all completed maintenance documentation are despatched promptly to Technical Records Section.
  • Work closely with the Logistics and Ground Operations team for seam less availability of spares and support equipment’s for maintenance.
  • Monitor the ground utilisation of APU and GPU and ensure the same is kept to the lowest minimum. Maintain daily records for the same.
  • Monitor the man-hour and material utilisation of the contracted maintenance agency and provide daily report to CAM.
  • Closely work with MCC/OCC and the team at the airport during AOG recovery.
  • Act as a Technical Library representative at the station level, responsible for Management and up dation of the technical and on-board documentation at the station level.
  • Responsible for supervising the fuelling activities and uploading the fuel voucher datain the maintenance software.
  • Ensure that the aircrafts are always kept clean internally and externally.
  • Responsible for liaising with other operators and maintenance providers at the station level for maintenance and spare parts support as and when required.
